This made me want to throw up, to know that someone out there is going to take this at face value, buy & use this body jewelry, and expose themselves to HIV, Hep C and god knows what the fuck else.

Bleach does kill HIV. HIV is a weak and whimpy virus outside of the body.
I don't know a lot about HEP-C, but HEP-B is a pretty robust and hearty virus outside the body, that's why vector transmission is a serious risk.
But I'm pretty sure that bleach kills both of these viruses. Otherwise you'd be in major risk everytime you swam in a pool. Depends on your definition of sterile, but I will buy that sterilization only comes from an autoclave.
I just got back from deployment, you should give me a call sometime.
